That's just how Robotnik is. He has this weird ability to be extremely entertaining and charismatic no matter what you put him in.
Hell, he was even the only good part of that Sonic fanfilm.
Am I the only person that laughs hysterically when Sonic dies? It's just this massive icon of a character that is just killed out of nowhere and he falls flat on the ground. Not to mention the creepy Sonic-Elise relationship.
